The aim of the education program is to build partnerships with key local groups including local government, businesses, schools, events and other organisations to encourage them not only to improve their own practices, but also deliver ResourceSmart programs and services that support behavioural change.

Since 1999 the core program has been Waste Wise, covering the areas of schools, businesses/organisations, events and state & local government. Waste Wise involved a three tiered certification process - bronze, silver and gold.

Waste Wise was a practical, step-by-step program inspiring Victorians to minimise waste and maximise the efficient use of valuable resources. Waste Wise shows how to integrate sustainable principles into everyday operations, as well as how an organisation can benefit from the tangible results that flow from commitment to responsible waste management practices.

Waste Wise has been far more than just a 'feel good' program. It has been extensively tested, trialled and documented and proven to produce tangible, measurable outcomes.

In 2008 the transition from Waste Wise to ResourceSmart commenced.

ResourceSmart incorporates all areas of sustainability waste, water, energy, biodiversity and transport. ResourceSmart is currently available to schools and state government departments and agencies.

A focus on litter reduction strategies across the region has seen a range of projects implemented. Ranging from the Clean Spring Litter Blitz in 2000,Tertiary Don't be a Tosser in 2007/08 and support for the City of Ballarat's Butt Free City campaign in 2007.
